I just saw Course Forge as DLC on the Steam Page for JNPG. However it doesn't appear to be activated yet. I added it to my cart but the Purchase icon was greyed out. Release must be imminent.

Steam shows course forge as installed, but i can't seem to locate it.

CF should actually be downloaded by default when you update the game. We have some new areas of our forum to help you get started.
This is currently a soft release just to make sure that the download is working.
