Question about texture painting

Is there a way I can lock the opacity/target strength settings for certain textures (texture X locked at 50/50)  or does the brush always need to be set manually?

There may be a way, but I've always had to do it manually.

Would be a nice thing to have though.

It's downright cumbersome to have to keep adjusting these brush values. But short of some scripting magic that can't be helped.

Careful with those opacity settings, though... too much of it can quickly turn textures looking mushy and washed out. Wherever you want two different textures to superimpose, you actually may end up with the sum being less than its two parts. That is an aesthetic observation, though, not a technical one.

I can't believe no one has made an asset to lock the brush settings! It would be pretty useful

...and pretty constraining as well(?). Every brush action is a new situation, calling for a different approach. Fact is you will need tons of different brush settings (once you find out what they all can do for you) - and you will eventually learn to adjust them on the fly without even noticing. It will get easier with time, don't worry: Just a matter of mileage.

I admit my approach is fairly simple at the moment. Basically painting hole routings throughout while I focus on terrain sculpting and other odds and ends. Elegance with texturing will undoubtedly take some time.
