I just read all those and am still unclear. For someone without a PC I'm just wondering if the game will be available .. as single-player who doesn't have interested in online play .. on Xbox.

You wouldn't have to be online to play either version. Perfect Parallel is adding a career mode to the game that would not require you to play online. I can see them adding some online features that could enhance the career mode experience, but not require it.
