My early idea is to have a grist mill or a gin mill close
to the river... something along these lines..

Nice one. I hope that you realise that the tapered look of the spokes in your water wheel is caused by photographic motion blur. The photographer picked a longer exposure time to bring out the water a bit better, the spokes moving faster near the outside appear larger. Entirely your call, but that would mean that in your 3D replication the wheel spokes should be a bit slimmer and of the same width throughout.
I try not to be such a fusspot - though I really am, but usually I force myself to keep a lid on it - but this thread is heading very nicely towards the 2K mark, so this would be one more nearer...

I did realize that illusion as I could see through
the wheel spokes in the photo. I tried thin spokes but
it looked more like a bicycle wheel at the speed
I desired. I may change speed and spokes again
once the water is added. We could add many more
post discussing paddle angle, water velocity, and
efficiency constants, but I'll be happy if it just appears
to move water.

Well! That sounded snippy. Apologies to you if I offended, Neal...
But very well, let's talk about something else...
All 5 sisters died in the legend, btw, I have no extra sisters left to dispatch anywhere.
Days 3, 4 and 5 of the Five Sisters project: Morphology and distance textures.
What may look, to the uniformed eye, like a single texture, is in fact a mixture of 4 different ones. They are all variations of the original base alpine texture shown in previous images, but rotated, resized and each bestowed with different degrees of "rockiness".
...and then painted onto the terrain to match its contours: Steep slopes get the deep creases, soft slopes the stone and rubble collections, intermediate ones the bulky rockage etc... Of course, seen from the top, this looks quite messy. So...
...the effect only kicks in properly when seen from the bottom of the valley. The image above is about follow cam height....
And that's how it will look standing on the 1st tee. But these textures are made for distance viewing - if you'd ever went there in the game, they would look awful and pixelated from nearby. So down here, closer to the course, they will be relieved by a set of more suitable, sharper close range textures (yet to be made) and then transition into CF meshes.
And the hole thing will be surrounded by one whopping big extra landscape layer with even higher, snow-capped mountain giants. Depending on how this looks, I might even add snowy tops to this main terrain. We'll see.
I absolutely enjoy building this course the wrong way around, starting with the scenery first and working towards the course, instead of first laying down meshes and treating the surroundings like a pesky afterthought.
The mountains are a dominant part of the back story - which will be told in due time - and the golfing challenge itself. The first 9 holes are all long and uphill, a dreadful ascent, the back 9 will be much shorter and downhill, easier and friendlier to play, though stopping the ball might be an issue sometimes.

Offended? By what? Can't say that I've ever been
offended unless it was by an odor, but certainly not
written words.
Now, back to the 5 Sisters. I'm hoping there will be
plenty of rest stops on the front, uphill golf wears
me out fast. Have you considered a a ski-lift instead
of golf carts? Oh well, I'll know you're getting serious
about the 5 Sisters when Tara makes her first appearance.
